Snow and wind
Why the weather leaves chain link alone
A fence fails in Flagstaff in one of three ways: snow load on a solid panel, wind on a solid panel, or a post heaved by freeze–thaw. Chain link is immune to the first two by construction. An open mesh carries no snow, and wind passes through it instead of pushing against it, so the 60 psf ground snow load and 115 mph design wind speed in the City's building criteria that force heavier posts and tighter spacing on a privacy fence simply do not apply to the mesh. What is left is the third failure: the post.
Chain link posts are small-diameter steel pipe in concrete, and a footing set above the frost line heaves the same way a wood post's does — the difference is that a leaning chain link line post pulls the whole run out of tension, so one bad post shows up as a sagging fence. The City sets the frost line at 30 inches; Coconino County lists the same 30 inches for every elevation from 5,700 ft up. Terminal and gate posts carry the tension and should be larger diameter and deeper than line posts.
The actual winter enemy is impact. Plow berms, snow blowers, and roof slides bend mesh and bottom rails that the snow itself never would. Keep the fence line a plow-width off the driveway, or specify a bottom tension wire instead of a bottom rail on runs that get plowed against — wire flexes and re-tensions; a bent rail is a replacement.
Specifying it
Gauge, coating, and framework
Two chain link quotes can be a third apart and both be honest — the difference is in the spec. Ask for each of these in writing:
- Mesh gauge. Residential mesh runs from roughly 11½ gauge (lightest) to 9 gauge (heaviest). Lower number, thicker wire. Dog runs, acreage with livestock pressure, and anything a plow can reach earn the heavier gauge.
- Coating. Galvanized is the baseline. Black or green vinyl-coated mesh and framework cost more, hide against pines and a Peaks backdrop, and are the type the City names for the 4-ft front-setback allowance.
- Framework. Line post diameter and wall thickness, terminal post size, and whether the top rail is a true rail or a tension wire. Framework is where a low bid hides.
- Post depth and spacing. At or below 30 inches, in concrete, and no more than 10 feet apart — closer on slopes and rocky ground on the edges of town.
- Privacy slats. Slats turn an open fence into a solid one for wind and snow purposes — and, inside city limits, into a fence the 3-ft front-setback solid-fence cap applies to. Decide before the permit, not after.

Heights, the permit, and the license
City of Flagstaff
A minor improvement permit is required for all walls and fences (Zoning Code 10-50.50.020; $80 application fee). The residential height table gives vinyl-coated chain link 4 ft in the front setback — a solid fence gets 3 ft — and 6 ft at sides and rear.
Unincorporated Coconino County
No building permit for a fence up to 7 ft. The 2026 Zoning Ordinance (§4.6) lets a non-opaque fence that is at least 50 percent transparent go to 6 ft even in a front or street-side setback — chain link qualifies; slatted chain link does not. Over 6 ft anywhere needs a variance or administrative adjustment.
